Texas Weather Modification Programs - Harvesting The Sky

Weather Modification in Texas dates back to the early 1890's. General Robert St. George Dyrenforth used explosive balloons and artillery to make raindrops as early as 1891, funded by Congress and the United States Department of Agriculture. Experiments by several different groups continued through 1915 with varying degrees of success. By the mid 1940's, a scientist at General Electric Laboratories, Vincent Schaefer, discovered that dry ice could produce ice crystals in clouds. Shortly afterward, Bernard Vonnegut found that silver iodide, with a crystal structure similar to that of dry ice, could produce ice crystals in clouds as well or better than dry ice. These discoveries led to a new weather modification science that was used by Irving P. Krick under contracts with the West Texas Utilities Company, and the City of Dallas in order to break a drought. This research paved the way for modern weather modification in Texas. [1.]

The number of commercial weather modification projects in Texas greatly increased in the 1950's and 1960's. Increasing numbers of weather modification programs led to the Texas Weather Modification Act of 1967. This act charged the Texas Water Development Board (TWDB) to license and permit weather modification programs in the state and to promote research and development concerning weather modification. This act became known as the Texas Water Code (TWC), and presently, the Texas Natural Resource Conservation Commission (TNRCC) oversees the cloud seeding programs in the state. The TWC was followed by a Federally funded research effort to assess the utility of rain enhancement technology through a series of cloud seeding experiments in the 1970's and 1980's. After this research produced substantial and compelling evidence that cloud seeding could promote rainfall from convective clouds, a coordinated, state-funded rain enhancement program began development in the late 1990's. A Texas Natural Resource Conservation Commission (TNRCC) publication entitled “To Harvest The Skies – Weather Modification Is A Tool For Capturing Atmospheric Water Resources” openly discusses all the weather modification programs operating in Texas in 1999. [3.]

Groundwater Conservation Districts: “Success Stories” – a Texas A&M Agricultural Extension Services publication states on page five that these programs are funded in Texas jointly by the Districts and by the TNRCC. [4.]

Weather Modification (precipitation enhancement) is commonly occurring throughout the U.S., and worldwide. [8.] The effects of prolonged alterations of the atmosphere on a large scale are not well known or understood. A Rutgers University professor, Alan Robock, warns that geoengineering “could create disasters,” damaging the ozone layer, and potentially altering the stratosphere by eliminating weather patterns such as the annual Asian monsoon rain season, which 2 billion people rely on to water their crops and feed their populations. “Imagine if we triggered a drought and famine while trying to cool the planet,” Robok stated. Weather modification/rainfall enhancement programs use cloud seeding to artificially increase normal rainfall. Geoengineering is weather modification as well, however, this usually refers to stratospheric dispersion of a reflective material in an aerosolized form, known as scattering, to limit sunlight on Earth. Geoengineering is known to decrease sunlight, increase rainfall, decrease rainfall, and to artificially alter air currents and jet streams. [10.]

A recent article entitled 'Obama's Plan To “Geo-Engineer” The Planet Mirrors CFR Policy Documents' gives a detailed summary of official government plans to use radical weather mitigation strategies to combat the supposed global warming phenomenon. This article compares the Obama administration's plan to geoengineer with the Council On Foreign Relations' plan to geoengineer the environment, only to discover the two plans are identical to each other.
